Brazil’s gaming regulators have placed four Brazil Bets licences under ‘provisional suspension’ for failing to submit technical verifications of their platforms and systems.
The Secretariat of Prizes and Betting (SPA) announced on 10 April that it had “suspended the provisional authorisations” of TQJ-PAR Participações, 7MBR LTDA, Caixa Lotteries SA and Pixbet Technological Solutions.
Following the launch of Brazil’s regulated Bets regime on 1 January 2025, all four failed to submit the required certifications by the deadline of 30 January.
As a result of this, the companies contravened Article 3 of Ordinance SPA/MF No. 2,104, which outlines mandatory technical certifications for platform infrastructure, wagering systems, IT security, and servers.
The suspension will remain in effect for a maximum of 90 days from the date of publication. During the period, the companies will not be able to operate betting services, however, they may maintain their platforms solely to allow users to withdraw funds.
Should the operators submit the required technical certifications and demonstrate full compliance within the 90-day period, the suspension may be lifted, and a definitive operating license granted.
Perhaps the most high-profile suspension is that of Pixbet Technological Solutions, which operates the PixBet and FlaBet brands – the latter a co-sponsored platform of the Brazilian top-flight football team Flamengo.
Prior to the launch of Brazil’s federal Bets framework, Pixbet had secured state-level licenses from LOTERJ (Rio de Janeiro) and Lottopar (Paraná), allowing it to offer services in those jurisdictions.
However, its regional licensing status had placed the company at odds with the SPA’s national regulations.
Pixbet remains permitted to operate under its state-level licenses, but the suspension of its federal authorisation could impact its high-profile sponsorships with a plethora of Brazilian football clubs, including top-flight teams Flamengo and Atlético Mineiro.
The company has not yet issued a public statement in response.
Meanwhile, TQJ-PAR Participações, a subsidiary of Brazil’s television network Grupo Silvio Santos, operates the Bingo Bank, TeleSenaBet, and Bet do Milhão brands. The SPA had granted the firm a provisional licence to begin operations on 1 January, conditional on submitting technical certifications to obtain full authorisation.
Also suspended was Caixa Lotteries SA, the state-owned operator of Brazil’s federal lottery and instant win games, which has yet to complete the certification process for its upcoming betting brands CaixaBet and Megabet, both scheduled to launch in 2025.
The final suspension was issued to 7MBR LTDA, the registered entity behind esports betting brand Cbet (cbet.gg).
At present, the SPA has granted full licences to 43 operators that have completed full technical certifications.
