The brand of Play971 has been named as the first licensed sportsbook and iGaming platform in the United Arab Emirates (UAE).

Operated by Coin Technology Projects LLC, Play971 has been granted two licences from the UAE regulator, the General Commercial Gaming Regulatory Authority (GCGRA), enabling the brand to offer both “Internet Gaming” and “Sports Wagering”.

Coin Technology Projects LLC is part of Abu Dhabi-based Momentum Group, which has stated that its focus is on developing locally relevant gaming products while maintaining strict responsible gambling controls.

It is currently the only brand listed by the UAE’s authority for online gambling services. 

The approval marks the 19th licence issued by the GCGRA since the regulator was established in September 2023, the majority of which have related to land-based ventures.

Current licence recipients include The Game, the UAE’s national lottery, and the integrated resort development of Wynn Al Marjan Island in Ras Al Khaimah.

The launch marks a new step in the UAE’s regulation of sports betting and iGaming across the country, with the GCGRA now focusing on the development of a controlled commercial gaming market which will be placed under federal oversight.

Ahead of the 2026 FIFA World Cup, Play971 has rolled out a number of sports betting markets, allowing customers across the UAE to place wagers legally through a locally licensed operator.

The platform is now available via mobile and desktop browsers and offers betting on major international sports and leagues, alongside regional events including UAE football and horse racing. 

Bettors will also have access to a portfolio of online casino games, proprietary Play971 titles and live dealer products – all of which will be streamed from a GCGRA-licensed studio in Abu Dhabi.

UAE opens doors to safe igaming

Under the GCGRA framework, internet gaming covers games of chance, skill or a combination of both delivered through websites and mobile applications. 

This includes online slots, blackjack, roulette, baccarat, craps, poker, bingo, fantasy games, peer-to-peer gaming and esports products.

Sports wagering licences allow operators to accept bets on the outcome or performance of sporting events including football, horse racing, cricket, basketball and tennis. Such betting activities can only be offered legally through GCGRA-licensed operators.

All GCGRA licensees require strict authorisation of Key Management (corporate & individual), with the regulator carrying out extensive due diligence on the directors and executive officers within a gaming entity’s ownership structure. 

Betting brands are restricted to customers aged 21 and over, while operators must comply with GCGRA requirements covering responsible gambling, player protection, privacy standards and anti-money laundering controls.

The UAE has not yet confirmed the tax structure that will apply to its regulated gaming market. Industry proposals point to a tiered Gross Gaming Revenue model, with mass-market operators expected to face a 25% tax rate and premium gaming operators subject to an 8% levy.

The GCGRA has also signalled a strict stance on unlicensed operators targeting UAE consumers from overseas in which it will apply the strictest of monitoring to protect UAE consumers.
