Relax Gaming and Pragmatic Play have been penalised by the Alcohol and Gaming Commission of Ontario (AGCO) after an investigation discovered their titles on unregulated gambling websites accessible to Ontario players.
Orders of monetary penalties of CAD$40,000 each (approximately €25,000) have been handed down by the AGCO to Relax Gaming and Arrise Solutions, trading as Pragmatic Play.
The Ontario iGaming regulator has made its stance clear on any supplier providing titles to illegal operators.
Dr Karin Schnarr, Chief Executive Officer and Registrar of the AGCO, commented: “Ontario’s regulated iGaming market is built on clear rules designed to protect players and hold companies accountable.
“Unregulated gaming sites operate outside that framework, meaning players have no assurance of fair games, timely withdrawals, or access to meaningful dispute resolution. When regulated games appear on unregulated sites, it risks enabling a market that exposes players to real harm.”
The AGCO noted that both companies cooperated fully with the investigation and took prompt action to restrict access to their games on unregulated sites by players in the Canadian province.
Relax Gaming and Arrise Solutions are both registered by the AGCO to create and provide slot and casino-style games for Ontario’s regulated iGaming platforms. The province’s iGaming market has been regulated since April 2022.
Arrise Solutions received its Ontario licence in October 2025 and it is set to expire in November 2027. Relax Gaming was awarded its licence for the Canadian province in October 2025 with an expiry date of April 2026, but it also has a status of ‘deemed to continue’ through to April 2028.
The AGCO has been issuing enforcement notices throughout the year so far, issuing a $350,000 penalty to FanDuel Canada in January for failing to report irregularities in table tennis betting. The regulator also handed a five-day suspension to PointsBet in February for violations related to the Jontay Porter gambling scandal.
