Gaming Laboratories International (GLI) has become the first gaming testing company to be certified by the Philippine Amusement and Gaming Corporation (PAGCOR).
GLI will be charged with testing and certifying the iGaming platforms that comprise the Philippines’ gaming market, as PAGCOR continues to increase regulatory oversight on the wider industry.
In April 2025, PAGCOR confirmed plans that will require B2B suppliers – such as content partners, aggregators, and payment providers – to obtain official accreditation to offer their products to operators across the country. GLI stated that the certification will aid the regulator in meeting its ‘policy and regulatory objectives’.

“We are honoured to be the first company to be accredited for iGaming testing and certification, and we look forward to working side- by-side with PAGCOR to meet their policy objectives.”
Companies have until 31 March to gain certification from GLI. Any operators that are found to be working with unaccredited vendors will be instructed to stop doing so, including through the issuing of cease-and-desist notices.
A recent post by Arden Consult on LinkedIn revealed that the regulator has started to ask operators to submit a list of B2B suppliers that will be cross-checked with PAGCOR’s records.
