Banestes Loteria, a subsidiary of the state-owned bank Banestes, is reportedly on the brink of launch.
SBC Notícias Brasil detailed that the group is in the final stages of preparation as it awaits the selection of a private partner who will be responsible for operations and technology.
Three consortiums submitted proposals at the beginning of 2025, but the decision was postponed to allow for a more detailed analysis.
“We are conducting a thorough selection process. The partner must have international experience and all the required certifications. The expectation is to begin operations this year,” said Banestes president Amarildo Casagrande, according to information from A Gazeta.
In January this year, Governor Renato Casagrande (PSB) published the decree regulating the subsidiary in the Official Gazette. The decree authorises the operation of six lottery types: passive lottery, numerical predictions, sports predictions, specific predictions, instant lottery, and fixed-odds betting. Under the approved model, the State will receive 11.5% of the net profit from operations.
Banestes Loteria was created in September 2024 with approval from the Central Bank and the State Legislative Assembly and is led by CEO Ricardo Pessanha. According to him, the regulation marks a major milestone.
“This moment provides legal certainty to society, which is essential to building trust — something Brazil needs in the gaming industry,” he said.
The subsidiary’s plan includes selling products both in physical locations and online, using the Banesfácil correspondent network and opening new distribution channels.
