1xCare has appointed its Advisory Committee, which will be responsible for independent oversight of 1xBet’s player protection and responsible gambling programme.

The Advisory Committee will make sure the main components of the operator’s player protection platform are adhered to, including policy oversight, funding allocation, ethical standards and compliance, with a focus on regulated markets.

Chair Simon Westbury will be joined by three other members – Quirino Mancini, Chris Bird and Sissel Weitzhändler – who bring expertise in gambling regulation and law, public policy and programme governance, and sports integrity to the committee.

Westbury stated: “An initiative like this is judged by the people willing to stand behind it. We have brought together independent expertise in gambling regulation, law and sports integrity, and given the committee genuine authority over how our programmes are governed and funded.

“Responsible gambling is not a slogan; it is a duty, and this committee exists to hold us to it.”

Chairing 1xCare’s Advisory Committee, Westbury will provide strategic leadership across 1xCare’s four pillars: the Research Hub, EduCare, TechShield, and Support and Well-Being. He will lead policy oversight and funding allocation, as well as be its primary spokesperson and monitor ethical standards and NGO compliance.

Covering regulation and law, Mancini will lead the regulatory and compliance stream, advising on legal, licensing and responsible gambling standards across the pillars, including research ethics and risk management, in addition to building networks with regulators, governments and academic institutions.

Bird will focus on sport and integrity, leading the sports and sponsorships stream within EduCare, advising on integrity in sports partnerships and on embedding gambling awareness into sporting settings, as well as contributing to support and well-being programmes.

Weitzhändler will focus on public policy and regulation, leading the public policy and regulation stream, overseeing funding for public-interest initiatives and NGO accountability, and collaborating with regulators and NGOs on evidence-based interventions.

1xCare is set to make further specialist appointments, including academic and sports integrity seats, in the coming months as the committee’s work develops.

1xCare’s work is structured around four pillars as it seeks to bring research, education, technology, and player well-being efforts under one unified framework:

  • Research Hub – Supporting evidence-based studies on gambling behaviour, addiction risks, and emerging technologies, with transparent public reporting.
  • EduCare – Promoting responsible gambling education, awareness programmes, and ethical standards across operators, sports, and communities.
  • TechShield – Advancing responsible gambling technologies, including tools for early risk detection and safer player experiences.
  • Support & Well-Being – Improving access to counselling, helplines, and holistic support services through grants and partnerships with qualified organisations.

The initiative will operate with dedicated governance structures and publish regular impact updates as it targets collaboration with regulators, researchers, and civil society.
