The owner of the Okada Manila casino is seeking to scale its footprint across the Philippines through a new online casino platform.
Tiger Resort, Leisure and Entertainment has confirmed plans to launch Okada Play as a way to ‘capture new revenue opportunities’ in the country’s online gaming market.

“By expanding our platform portfolio through this partnership, we are able to reach new player segments while continuing to elevate the premium digital experience associated with the Okada brand.”
The shift towards the digital market comes as Okada Manila reported a weakened financial performance in 2025, driven by a decline in VIP revenue and fewer international tourists.
The integrated resort generated gross gaming revenue of P27.81bn (£347.5m) in 2025, a decline of over 20% year-on-year.
This figure mirrored declines across the casino sector, as PAGCOR, the country’s gaming regulator, reported an 18.12% drop in revenues from PAGCOR-operated casinos to P10.38bn (£129.7m), while licensed casinos generated P31.44 billion (£392.9m), down 4.93% year-on-year.
However, Okada is entering a digital market that is continuing to grow, as PAGCOR reported revenue of P53.55bn (£669.2) in 2025, up 9.3% compared to 2024.
“The decline in revenues from land-based casinos is largely driven by the gradual change in player behaviour, with more customers opting for digital and online gaming platforms,” explained Alejandro Tengco, Chair and Chief Executive Officer of PAGCOR, in January.
Okada Manila will be supported in its digital expansion by the domestic gaming service provider PhilWeb, which will provide support across gaming content, platform technology, customer service and marketing.
Already this year, the firm has been tapped to provide the same support for Hann Casino, which has sought to expand beyond its brick-and-mortar location in the Pampanga region of the Philippines into the online market.
