iGaming appears to have launched in the UAE with Play 971

iGaming may have gone live in the United Arab Emirates with the introduction of the online gaming platform Play 971.

Coin Technology Projects is listed as having an internet gaming licence and a sports wagering licence on the General Commercial Gaming Regulatory Authority (GCGRA) website, the regulator of commercial gaming in the UAE.

When clicking on the Coin Technology Projects hyperlink on the licensing page on the GCGRA website, you are taken to Play 971.

iGaming Expert has reached out to the GCGRA and Coin Technology Projects for comment on the licensing and to confirm the launch of the Play 971 platform.

Technology leading the way

Kevin Mullally, former CEO of the GCGRA, spoke at SBC Summit Lisbon about the direction of the UAE market, noting that the country’s regulatory framework will be directed by technology.

GCGRA began its licensing process in August last year when The Game LLC was awarded a lottery licence to operate the country’s lottery. Wynn Resorts has a land-based gaming licence for its upcoming casino resort, Wynn Al Marjan Island, set to open in 2027.

“Figure out how to entertain your customers in the best way you can, and we will figure out a way to regulate it,” he told attendees.

“Whatever you bring us, we will design a way, we will make sure it’s safe. We will make sure that we have data to ensure that the customer experience is protected. We want the technology providers to focus on entertainment, not look at the regulations and have to design games within this box.”

Change in GCGRA leadership

Whilst all indications remain that the focus will continue, there has been a change in leadership for the GCGRA, with Mullally stepping down from his position as CEO. 

“Following a recent trip home to the United States, I realised I must prioritise family over my profession at this stage of my life,” Mullally wrote on LinkedIn.

“I look forward to returning to Kansas City with my incredible wife and best friend, Jerri, to be with our five children, their spouses, and our eight grandchildren. While this decision has not been easy, it is the right one for us and our family.

“I am confident in the strength of the GCGRA, grateful for the dedication of its people, and proud of what we have accomplished together.”

Jim Murren, the authority’s Chair, will replace Mullally and serve as Interim CEO.

Murren commented: “Kevin has played a significant role in the authority’s early development, helping to establish its core governance and regulatory structure. We thank him for his contribution and wish him continued success in his future endeavours. 

“The GCGRA remains focused on the next stage of its growth, ensuring regulatory excellence, responsible gaming, and continued confidence in the UAE’s approach.”

With Mullally’s exit, the GCGRA reassured stakeholders that operations, licensing programmes and stakeholder engagements will continue uninterrupted.
